Radar does not see rain on the ground. It sees what the beam hits aloft, which is why an echo can be painting your town while nothing is falling on it, and why rain can reach you from an echo that looked like it would miss. The rock grades itself against what actually happened and publishes the result whether it flatters it or not. Those standings live in the Receipts, in one place, so there is one set of numbers to keep honest rather than three hundred copies going stale.
